EMSA’s MRV system explained

Further to the launch of THETIS-MRV system, EMSA provides guidance on how to access the system and gain valuable information of CO2 reporting in line with EU Regulation 2015/757.

THETIS-MRV has two modules covering the Regulation’s requirements:

Companies  Verifiers System Administration Commission/ Member State/ Flag
Voluntary Module
  • Prepare the monitoring plan
  • Monitor CO2 emissions
  • Assess the monitoring plan
  • Draft the verification report
Mandatory Module
  • Produce the Annual Emissions Report
  • Submit the verified Annual Emissions Report
  • Verify the Annual Emissions Report
  • Issue Document of Compliance
  • Accreditation of the verifier
  • Receive the verified Annual Emissions Report and Document of Compliance

To access the system, you will be required to register and meet the criteria below:

  • Company – a shipowner or any other organisation or person that has assumed the responsibility for the operation of ships calling at or departing from ports in the European Economic Area (EEA).
  • Verifier – a legal entity accredited by a national accreditation body under Regulation 765/2008, carrying out verification activities to assess the conformity of the documents transmitted by the Company.
  • Flag state – the state under whose laws the vessel is registered or licensed.
